On Tuesday, a a bipartisan trio of senators introduced compromise legislation that would establish a crowdfunding framework: their proposal would allow entrepreneurs to raise up to $1 million a year through a crowdfunding portal that would be registered with the Securities and Exchange Commission. Investors would be allowed to entrust limited amounts of their money into those projects, depending on their personal income levels. It's unclear right now how this compromise will be incorporated with the House version of the legislation.

The political climate is on the crowdfunding supporters’ side. Both the administration and Congress want to be seen doing something to boost the economy in an election year: The bipartisan compromise Tuesday will likely get a hearing within the next week, and at the end of February Senate Majority Leader Harry Reid committed to moving its version of the JOBs package that will include the crowdfunding provision. The House overwhelmingly voted to approve its version last week.
